외국인 계절근로자의 안정적인 생활을 돕기 위한 조기적응프로그램이 올 상반기 확대·시행된다. Early adaptation programs to help seasonal foreign laborers settle in the country will be expanded in the first half of this year.
법무부는 전국 18개 기초자치단체에서 계절근로자 2500여 명을 대상으로 조기적응프로그램을 운영한다고 27일 밝혔다. The Ministry of Justice on March 27 said 18 basic local governments will run such programs for about 2,500 seasonal workers from abroad.
프로그램은 총 3차시로 구성했다. 먼저 한국 생활에 필요한 기초·법질서와 인권 교육, 긴급상황 대응방법·교통·금융·의료 등 다양한 생활 정보를 다룬다. 농작업 안전수칙과 지역사회 정보 등도 포함하고 있다.
The three-part program covers basic law and order, human rights education and information necessary for daily living in the country like responses to emergencies, transportation, finance and medical care. It also covers agricultural safety rules and data on regional communities.
교육은 계절근로자의 교육 접근성을 높이고 농·어촌 현장의 일손 공백 방지를 위해 전문 강사가 해당 지역의 교육장소를 찾아가는 ‘현장 밀착형’ 방식으로 운영한다.
To enhance access by seasonal foreign workers to education and prevent labor shortages in farming and fishing villages, training will be done in a “close-to-site” manner and professional lecturers will visit training centers in relevant regions.
올해 첫 번째 교육은 지난 22일 경기도 이천시 농업기술센터에서 베트남 출신 외국인 계절근로자 41명을 대상으로 진행했다. The first program this year was held on March 22 at Icheon Agriculture Technology Center in Icheon, Gyeonggi-do Province, for 41 seasonal workers from Vietnam.
그동안 조기 적응프로그램은 결혼이민자, 재외동포, 외국인 연예인, 외국인 유학생 등을 대상으로 운영해 왔다. Previous programs had catered to marriage immigrants, ethnic Koreans from abroad, and foreign entertainers and students.
하지만 인권침해, 무단이탈 등의 문제를 예방하기 위해선 계절근로자에게도 조기 적응 교육이 필요하다는 의견이 꾸준히 제기돼 왔다. But calls kept arising on the need for such training for seasonal workers to prevent problems like human rights violations and sudden and unauthorized departures.
법무부는 이 같은 현장의 요구를 반영해 지난해 9개 기초 지자체에서 초청한 488명의 계절근로자를 대상으로 조기 적응 프로그램을 시범 운영했다. 올해는 시범 운영 결과를 바탕으로 프로그램을 본격적으로 확대·시행한다.
Reflecting such requests from the field, the ministry last year ran a trial program for 488 seasonal workers invited by nine basic local governments. This year, it will expand this program based on the results of pilot operations.
