법무부가 봄철 농번기를 앞두고 농·어촌 현장 일손 확충을 위한 계절근로 제도 보완 대책을 25일 발표했다. The Ministry of Justice on Feb. 25 announced a policy action to improve the seasonal work system by expanding the foreign labor force in rural and fishing villages ahead of the spring farming season.
먼저 법무부는 국내 체류 중인 외국인 유학생들의 부모를 계절근로자(C-4, E-8)로 일할 수 있도록 하는 ‘유학생(D-2) 부모 계절근로 초청 제도’ 시범 사업을 올해 말까지 실시한다.
The ministry will first conduct a pilot project of inviting the parents of foreign students in the nation on the D-2 visa to work as seasonal laborers on either the C-4 or E-8 visa through year’s end.
이에 따라 비수도권 소재 일부 대학에서 1년 이상 재학 중이고 잔여 학기가 2학기 이상인 유학생의 만 55세 이하 부모는 범죄경력 등의 문제가 없을 시 최소 3개월에서 최대 8개월까지 자녀 학교 소재지에서 계절근로자로 일할 수 있다.
Under this initiative, such parents can be seasonal workers in regions close to their children’s schools for three to eight months as long as the parents have no criminal record and are aged 55 or younger. The students must have attended university outside the Greater Seoul area for at least a year and have two or more semesters remaining.
다만 어학연수(D-4) 자격 및 수도권 소재 대학 유학(D-2) 자격 소지자의 부모는 대상에서 제외된다. Not eligible are the parents of students in language programs with a D-4 visa or at universities in the Seoul metropolitan area with a D-2 visa.
이와 함께 계절근로자의 입국이 제한되는 등 불가피한 상황 발생 시 이미 체결된 국내 다른 지자체의 업무협약(MOU)을 활용하여 계절근로자를 초청할 수 있도록 하는 ‘지자체간 계절근로 업무협약(MOU) 협력 방안’도 같은 기간 동안 시범 시행된다.
Another pilot program over the same period is a cooperation plan on the use of memorandums of understanding (MOU) on seasonal work among local governments. Allowing such administrations to use their MOUs with other local governments nationwide to invite seasonal workers, the initiative will be used especially in contingencies such as restrictions on the entry of seasonal workers.
법무부는 “단기간 또는 특정시기에 외국인을 고용하려는 농·어업분야 수요 증가 추세에 맞춰 외국인 계절근로자가 적기에 입국할 수 있도록 제도를 지속적으로 발전시켜 나가겠다”고 밝혔다.
The ministry said, “We will continue developing the system so that foreign seasonal workers can enter the country at the right times amid growing demand from agriculture and fisheries to hire foreign labor for short periods or at specific times.”
