한국국제협력단(코이카)이 29일 행정안전부, 경상북도와 새마을 공적개발원조(ODA) 사업의 공동 추진을 위한 업무 협약을 체결했다고 밝혔다. The Korea International Cooperation Agency (KOICA) on Aug. 29 said it signed a memorandum of understanding with the Ministry of the Interior and Safety and Gyeongsangbuk-do Province to cooperate in an international program for official development assistance (ODA).
이번 협약을 체결한 3개 기관은 새마을 ODA 사업에 올해부터 2033년까지 약 4000억 원을 투입해 아시아와 아프리카 지역 12개 국가를 지원한다. 지원 국가는 잠재력과 새마을운동 확산도 등을 고려해 선정할 계획이다.
Under the agreement, the three organizations from this year through 2033 will inject some KRW 400 billion into the Saemaul (New Community) Poverty Zero Program for 12 countries in Asia and Africa selected based on potential and spread of the movement.
행안부와 경상북도는 현지 공무원과 마을주민의 역량 강화 교육을 전담하고, 코이카는 자립 마을 육성을 지원한다. The ministry and the province will supervise training to bolster the capacity of local government officials and village residents, while KOICA will support the development of self-sufficient villages.
기존의 농촌 개발 사업과 달리 새로운 새마을 개발사업은 농민의 인적 역량을 강화하고 주민 간 신뢰를 통한 마을의 사회적 자본을 증가시킨다는 점이 차별화된 특징이다. 디지털 기술을 활용하고 기후변화에 대응하는 역량도 더욱 키운다.
Unlike the existing rural development projects, the new Saemaul Undong (Movement) project seeks to boost the human resource capacity of farmers and raise the social capital of villages through higher trust among residents. It also uses digital technology and raises know-how to respond to climate change.
이번 사업으로 전 세계 새마을 교육 전문 강사와 새마을 행정 공무원 300명이 양성되고 마을지도자 2만여 명이 배출될 것으로 예상된다. The project is predicted to train 300 Saemaul training experts and administrative officials worldwide and ultimately produce some 20,000 village leaders.
장원삼 코이카 이사장은 “행정안전부와 경상북도의 새마을운동 경험과 코이카의 개발 협력 전문성이 합쳐지면 시너지 효과가 발생해 개도국 농촌 빈곤 퇴치에 크게 기여할 것”이라고 말했다.
KOICA President Chang Won Sam said, “The combination of the Saemaul Undong experiences of the Ministry of the Interior and Safety and Gyeongsangbuk-do Province and KOICA’s expertise in developmental cooperation will create a synergy effect and greatly help eliminate poverty at farms in developing countries.”
한편 산림청은 한국임업진흥원과 함께 오는 2027년까지 과테말라 산림복원 활동 등을 지원하기로 하고 27일(현지시간) 과테말라시티에서 한-과테말라 ODA 사업 착수식을 개최했다.
On Aug. 27, the Korea Forest Service and Korea Forestry Promotion Institute held a launching ceremony for an ODA project to support forest restoration in Guatemala through 2027.
