전 세계적으로 식량 안보의 중요성이 높아지는 가운데 식품을 둘러싼 환경과 먹거리 안전을 논의하는 회의가 한국에서 열렸다. With food security rising as a major global issue, an international summit in Seoul has discussed related issues and the global food environment.
‘아시아·태평양 식품규제기관장 협의체(APFRAS, 아프라스) 2024’가 13~14일 이틀 동안 서울 중구 웨스틴 조선 서울에서 개최됐다. The Asia-Pacific Food Regulatory Authority Summit (APFRAS) 2024 ran from May 13-14 at the hotel Westin Josun Seoul in Seoul’s Jung-gu District.
아프라스는 지난해 5월 식품의약품안전처 주도로 한국을 비롯해 호주, 뉴질랜드, 베트남, 필리핀, 중국, 싱가포르 등 7개국 식품규제기관이 함께 설립한 협의체다. 국제 식품 환경 변화에 연대·대응하고 안전한 식품 수출입에 기여하고자 출범시켰다.
Launched in May last year by the national food regulatory bodies of Korea, Australia, New Zealand, Vietnam, the Philippines, China and Singapore under the lead of the Korean Ministry of Food and Drug Safety, APFRAS has as its goal solidarity and joint responses to changes in the international food environment by members and to contribute to safe food imports and exports.
한국이 아프라스 초대 의장국으로 선출된 이후 두 번째 열린 이번 회의에는 기존의 7개 회원국 외에도 인도네시아, 칠레, 태국, 세계보건기구(WHO), 유엔식량농업기구(FAO) 등이 추가로 참여했다. 각국 식품 규제기관장들과 국제기구 관계자들은 한 자리에 모여 ‘식품 안전 혁신을 위한 새로운 여정’을 주제로 급변하는 글로벌 식품 규제환경을 분석하고 새로운 식품 안전 이슈의 협력 방안을 논의했다.
Indonesia, Chile, Thailand, the World Health Organization and Food and Agriculture Organization of the United Nations joined the seven charter members at the meeting, which Korea hosted for the second time since being elected the organization’s first chair.
Under the theme “New Pathways for Food Safety Innovation in the Asia-Pacific,” the summit had the chief regulator from each country and staff from global organizations analyze the fast-changing global environment for food regulation and discuss collaboration in emerging food safety issues.
한덕수 국무총리는 13일 개회식 환영사에서 “오늘날 식품에는 과거와 같은 국경이 없다” 며 “기후위기와 글로벌 공급망 재편과 같은 환경 변화로 글로벌 식품 시장은 다양한 위기와 도전에 직면해 있다”고 지적했다. 이러한 때일수록 국가 간 연대와 협력이 매우 중요하다고 강조한 한 총리는 “한국은 정보무늬(QR)코드로 제공하는 식품안전 정보와 수입식품 전자 심사 시스템을 비롯한 디지털 기반의 행정 경험을 공유하겠다”며 더 나은 식품 안전을 위한 한국의 역할을 약속했다.
“Unlike in the past, today’s food environment is borderless,” Prime Minister Han Duck-soo said in his welcoming speech at the opening ceremony on May 13. “The global food market is facing crises and challenges due to environmental shifts such as the climate crisis and reorganization of global supply chains.”
Stressing that inter-country solidarity and cooperation are crucial in times like these, he pledged Korea’s role in improving food safety. “Korea will share its experience in digitally-based administration including food safety data from QR (quick response) codes and an e-screening system for imported food,” he added.
개회식에 이어 열린 콘퍼런스에서는 디에고 바렐라 칠레 식품안전품질청장, 왕테한 중국 국가시장감독관리총국 식품안전총감, 루시아 안달루시아 인도네시아 식약청장 등 각 국가별 규제기관장들이 자국의 식품 안전에 대한 정책과 현황을 소개하고 아프라스를 바탕으로 협력하겠다는 뜻을 밝혔다.
After the ceremony, the national regulatory chiefs in a conference presented their respective countries’ food safety policies and status and their willingness to collaborate through APFRAS. The figures included Diego Varela, executive secretary of the Chilean Food Safety and Quality Agency; Wang Tie Han, chief inspector of food safety at China’s State Administration for Market Supervision; and Lucia Rizka Andalusia, director general for pharmaceutical and medical devices at the Indonesian Ministry of Health.
14일에 열린 비공개 회의에서는 식품 안전 규제정보 데이터베이스 구축 계획, 글로벌 식품 규제환경 분석보고서에 대한 논의가 이뤄졌다. At a closed-door meeting on May 14, participants discussed building a database on regulating food safety and doing reports analyzing the global food regulatory environment.
