정부가 외국인 농업근로자의 주거 문제를 해결하기 위해 오는 2026년까지 전용 기숙사 20곳을 건립한다. Twenty dormitories exclusively for foreign agricultural workers will be built by 2026 to resolve the housing issues of such staff.
농림축산식품부(농식품부)는 이같은 내용과 함께 내·외국인 근로자 1211만 명을 일손돕기, 계절근로 등을 통해 공급한다고 2일 밝혔다.
The Ministry of Agriculture, Food and Rural Affairs on May 2 made this announcement and added that 1,211 local and foreign agricultural personnel will be provided through work assistance and seasonal labor.
정부는 이날 전북 고창군에 첫번째 농업근로자 기숙사를 준공했다. 올해말까지 전남 해남군, 충남 청양군 등에 총 10곳을 건립할 예정이다.
With the first dormitory completed that day in Gochang-gun, Jeollabuk-do Province, 10 others will be built by year’s end in locations such as Haenam-gun County, Jeollanam-do Province, and Cheongyang-gun County, Chungcheongnam-do Province.
2년 안에 농업근로자 기숙사 10곳을 추가로 지어 모두 20곳으로 늘릴 계획이다. Within two years, 10 more dorms will be built for such workers to bring the number to 20.
농업진흥지역의 농업인주택도 내·외국인 근로자 숙소로 활용토록 한다는 방침이다. 이를 위해 농업인 주택 면적 상한을 기존 660㎡에서 1,000㎡까지 확대하는 농지법 시행령 개정안을 오는 7월 시행한다.
The plan is also to allow housing for farmers in agricultural development regions for use as lodging for both domestic and foreign workers. To this end, the implementation in July of an amended Enforcement Decree of the Farmland Act will raise the cap on the area for such housing from 660 square m to 1,000.
한편, 올해 농업 분야 외국인 근로자 배정 규모는 지난해보다 1만 명이 늘어난 6만1631명으로 역대 최대 규모다. 특히 계절근로는 지난해 3만5604명에서 올해 4만5631명으로 28% 증가했다.
The allocation of foreign workers in agriculture this year is a record-high 61,631, or 10,000 more than last year. The number of seasonal workers is 45,631, up 28% from 35,604 last year.
권재한 농식품부 농업혁신정책실장은 “농번기에 일손 부족 문제가 발생하지 않도록 농업 인력을 적기 공급하고, 현장의 인력수급 및 인건비 동향을 상시 점검해 문제 발생시 신속히 대응하겠다”고 말했다.
Deputy Minister of Agriculture, Food and Rural Affairs Kwon Jae-han, who heads the ministry’s Agricultural Innovation Policy Office, said, “We will provide farming personnel in a timely manner to prevent labor shortages during the farming season and monitor at all times on-site labor supply and cost trends to swiftly respond if problems arise.”
