It is attached to the stem of an action verb or a descriptive verb to indicate that it is very unlikely according to the speaker’s judgment.

저렇게 착하고 성실한 사람이 그런 무서운 범죄를 저지를 리가 있겠어요?
It’s not possible for a kind and a diligent man like him to commit such a terrible crime.

교통도 편리하고 시설도 깨끗한 집인데 가격이 쌀 리가 있겠어요?
How can such a clean house with easy traffic be cheap in price?

한국어를 전공한 사람이 그런 기본적인 문법을 모를 리가요.
It’s not possible that someone who majored in Korean doesn’t know such basic grammar.
