정부가 과학기술분야 우수 해외 인재 유치를 위해 연구유학생(D-2-5)과 연구원(E-3) 비자 발급 대상을 확대한다. The expanded scope of those eligible for the D-2-5 (research student) and E-3 (researcher) visas will seek to attract outstanding personnel from abroad in science and technology.
법무부는 세계 대학평가 상위권에 속하는 국내 대학에서 이공계 분야 국외 학사과정 재학생을 연구유학생(D-2-5)으로 초청할 수 있도록 한다고 1일 밝혔다. The Ministry of Justice on July 1 said domestic universities ranked among the top in the global rankings can invite undergraduates from abroad majoring in science and engineering as research students (D-2-5).
그동안 연구유학생(D-2-5) 비자는 석·박사학위 소지자와 한국과학기술원(KAIST), 대구경북과학기술원(DGIST), 울산과학기술원(UNIST), 광주과학기술원(GIST), 과학기술연합대학원대학교(UST) 등 특정연구기관이 초청한 국외 학사과정 재학생에 한해 허용해 왔다.
The visa used to be exclusively for holders of a master’s or doctoral degree or undergraduates invited to attend select research institutes such as the Korea Advanced Institute of Science and Technology, Daegu Gyeongbuk Institute of Science and Technology, Ulsan National Institute of Science and Technology, Gwangju Institute of Science and Technology, and University of Science & Technology.
연구원(E-3) 비자의 경우 석·박사학위 소지자에 허용해 왔으나 국외 석사학위 소지자의 경우 3년 이상의 경력을 요구해 연구원 유치가 어렵다는 지적이 있었다.
The E-3 was for those with a master’s or doctorate but saw limited usefulness in attracting foreign researchers, as it required at least three years of work experience for a holder of a master’s from abroad.
이에 법무부는 국외 석사학위 소지자라도 세계 우수대학을 졸업했거나 우수 학술논문의 저자로 등재된 경우 경력 요건을 충족하지 않아도 바로 초청할 수 있게 할 계획이다.
The ministry plans to swiftly grant this visa for holders of a master’s from abroad even if they fail to meet the work experience requirement if they graduated from globally prestigious universities or were listed as authors of outstanding academic papers.
법무부는 “과학기술 분야 우수 글로벌 인재 유치를 위해 연구 관련 비자 발급 대상을 점진적으로 확대해 나갈 계획”이라며 “관계부처 및 과학기술계 의견 수렴 등을 통해 균형잡힌 비자제도 개선을 추진해 나가겠다”고 밝혔다.
“To attract outstanding global human resources in science and technology, we will gradually expand the scope of those eligible for visas related to research,” the ministry said. “We will seek improvements to create a balanced visa system by collecting opinions from relevant ministries and the science and technology community.”
