북한의 유엔 대북제재 이행을 감시하는 독립기구가 출범했다. 지난 4월 말 유엔 대북제재위원회 산하 전문가패널 활동이 종료되면서 감시기구의 공백이 생긴 지 약 6개월 만이다.
A newly launched independent body will monitor North Korea’s compliance with United Nations sanctions. The move comes about six months since a panel of experts under the U.N. Security Council (UNSC) ended its role as such a monitor in late April this year.
외교부는 대북제재 위반을 적발해 보고하는 활동을 위해 한·미·일 등 11개국이 모인 ‘다국적 제재 모니터링팀'(MSMT·Multilateral Sanction Monitoring Team)이 16일 공식 출범했다고 밝혔다.
To monitor and report violations of UNSC sanctions by the North, the Ministry of Foreign Affairs in Seoul on Oct. 16 announced the official launch of the Multilateral Sanction Monitoring Team (MSMT) with the participation of 11 countries including South Korea, the U.S. and Japan.
참여국은 한국, 미국, 일본, 프랑스, 영국, 독일, 이탈리아, 네덜란드, 캐나다, 호주, 뉴질랜드 등이다. The 11 member states are South Korea, the U.S., Japan, France, U.K., Germany, Italy, Netherlands, Canada, Australia and New Zealand.
MSMT는 북한이 유엔 안전보장이사회 대북제재를 위반하는지 상시 감시하고 정기적으로 북한 동향 보고서를 발간하는 역할을 맡는다. The MSMT constantly monitors any violation of UNSC sanctions by Pyeongyang and publishes regular reports on trends in North Korea.
그동안 대북제재를 감시하는 역할은 유엔 대북제재위 산하 전문가패널이 맡았다. 그러나 상임이사국인 러시아가 임기 연장 결의안에 거부권을 행사하면서 지난 4월 말 활동이 종료됐다.
The UNSC’s 1718 Committee Panel of Experts had played the role of monitor of the North, but its activities ended in late April this year after Russia, a permanent member of the council, vetoed a resolution to extend the panel’s term.
각국은 공동성명에서 “이 새로운 메커니즘의 목표는 제재 위반과 회피 시도에 관해 엄격한 조사를 바탕으로 한 정보를 공표함으로써 유엔 대북제재의 충실한 이행을 지원하는 것” 이라며 “모든 국가가 북한의 지속되는 위협에 맞서 국제 평화와 안보를 유지하기 위한 국제적 노력에 동참할 것을 촉구한다”고 밝혔다.
“The goal of the new mechanism is to assist the full implementation of UN sanctions on the DPRK (Democratic People’s Republic of Korea) by publishing information based on rigorous inquiry into sanctions violations and evasions attempts,” the signatory countries said in a joint statement. “We call on all states to join global efforts to maintain international peace and security in the face of the ongoing threats from the DPRK.”
외교부 당국자는 “대체할 메커니즘을 논의하는 와중에도 북한의 제재 위반이 지속돼 지체 없이 감시 체제 공백을 해소해야 한다는 데 공감대가 형성됐다”고 설명했다.
Explaining the background of the MSMT’s launch, a ministry official said, “Amid discussions on alternative mechanisms, a consensus formed that North Korea’s continued violations of sanctions warrants immediate resolution of the monitoring gap.”
