오늘부터 병·의원 및 약국에 갈 때 신분증을 지참해야 건강보험 급여가 적용된다. Patients at the nation’s hospitals, clinics and pharmacies must present valid identification of themselves to receive health insurance benefits.
보건복지부는 국민건강보험법 개정에 따라 20일부터 병원과 의원 등 건강보험 급여가 적용되는 진료를 받을 때 신분증 등으로 본인 확인을 거쳐야 건강보험 급여를 적용 받을 수 있다고 17일 밝혔다.
The Ministry of Health and Welfare on May 17 said that based on the revised National Health Insurance Act, valid forms of ID from May 20 are required for people to receive coverage when receiving treatment covered by such insurance.
본인 확인이 가능한 수단으로는 주민등록증, 외국인등록증 등 신분증이나 전자서명, 본인확인기관의 확인서비스 등이 있다. 모바일 건강보험증(앱) 또는 정보무늬(QR코드)를 제시하는 경우에도 편리하게 본인 확인이 가능하다.
Acceptable forms of ID include national residence cards of citizens and expats, e-signatures or authentication services from relevant organizations. Mobile health insurance apps and QR codes can also be conveniently used for the same purpose.
이번 건강보험 본인 확인 의무화 제도는 건강보험 무자격자가 타인의 명의를 도용해 건강보험 급여를 받는 등 악용사례를 방지하고 건강보험 제도의 공정성을 높이기 위해 도입했다.
The mandatory ID verification system for health insurance was adopted to prevent those ineligible from coverage and benefits from using other people’s names to get them and enhance fairness of the system.
다만 본인 확인이 어려운 미성년자는 종전처럼 본인 확인을 하지 않아도 된다. 응급환자나 중증장애인, 장기요양자, 임산부의 경우 기존과 같이 주민등록번호를 제시해 진료를 받을 수 있다.
Exempted from the new rule are minors, who might have difficulty verifying their identities. Emergency room patients, people with severe disabilities, those needing long-term care and pregnant women can still receive coverage by simply submitting their residence numbers.

이중규 보건복지부 건강보험정책국장은 “이번 건강보험 본인 확인 제도는 건강보험제도의 공정성을 제고하기 위한 조치” 라며 “제도의 원활한 시행을 위해 의료기관 방문 때 신분증을 지참해 주시거나 모바일 건강보험증 앱을 이용해주시기를 부탁드린다”고 말했다.
“This ID verification system for health insurance is a measure to boost fairness of the health insurance system,” said Lee Jung-kyu, director-general of the ministry’s Bureau of Health Insurance Policy. “For the system’s smooth implementation, please bring your ID when visiting a medical institution or use a mobile health insurance app.”
