오는 27일부터 노인과 장애인이 병원이나 시설이 아닌 평생 살던 곳에서 노후를 보낼 수 있는 지역사회 통합돌봄 제도가 전국적으로 시행된다.
An integrated community care system nationwide will start on March 27 to allow senior citizens and disabled people to spend their later years where they have lived their whole lives rather than at hospitals or facilities.
이에 따라 기존 퇴원 환자나 돌봄이 필요한 국민이 자신에게 맞는 서비스를 읍면동 행정복지센터나 건강보험공단에 한 번만 신청하면 필요한 지원을 통합적으로 받을 수 있다. 그동안은 부처별로 직접 찾아다니며 개별 신청해야 했다.
Thus discharged patients and people in need of care can receive integrated support by applying once at their nearest administrative welfare center or the National Health Insurance Service, instead of visiting multiple agencies to apply separately.
지방자치단체는 신청자의 욕구를 종합적으로 파악해 의료·요양·돌봄을 아우르는 개인별 지원 계획을 수립하고 맞춤형 서비스를 연계한다.
Local governments will identify the needs of applicants, devise individualized support plans covering medical, nursing and care services, and link customized services.
정부는 도입기(2026∼2027년), 안정기(2028∼2029년), 고도화기(2030∼)로 이어지는 3단계 이행 계획을 바탕으로 제도를 완성할 방침이다. 제공되는 서비스는 보건의료, 건강관리, 장기요양, 일상생활 돌봄 등 4개 분야다.
The completion of the system is based on a three-stage plan: introductory (2026-27), stabilization (2028-29) and advancement (2030-).
Services will be provided in four areas: health care, health management, long-term care and daily living support.
행정 절차는 한층 정교해진다. 통합돌봄을 신청하면 58개 항목의 종합판정조사로 대상자의 욕구를 정밀하게 파악하는 방식이다. 이후 전담 부서가 수립한 지원 계획을 확정하고 3개월 주기로 모니터링을 해 대상자의 상태 변화에 따라 계획을 유연하게 변경할 수 있도록 한다.
Administrative procedures will become more sophisticated. A beneficiary’s needs will be assessed through a comprehensive evaluation of 58 items upon application.
After the support plan is finalized, monitoring every three months will allow flexible adjustments based on changes in the recipient’s condition.
전국적인 시행을 위한 기반 조성도 마무리 단계에 접어들었다. 229개 시군구 대부분이 이미 관련 조례를 제정하고 전담 조직과 인력을 배치했다.
The groundwork for nationwide implementation is nearly complete, with most of the country’s 229 cities, counties and districts having enacted related ordinances and assigned dedicated organizations and personnel.
병원과 지역사회를 잇는 연계망도 단단해졌다. 전국 1162개 협약 병원이 퇴원 예정 환자 중 돌봄이 필요한 대상자를 선별해 지자체에 의뢰하는 시스템이 가동된다.
A network linking hospitals and local communities has also been reinforced.
A system involving 1,162 cooperating hospitals nationwide will identify patients scheduled for discharge who need care and refer them to local governments.
정부는 실태 조사를 바탕으로 올해 하반기에 5개년 통합지원 기본계획을 수립해 향후 구체적인 실행 방안을 확정할 예정이다.
Based on a survey, a five-year basic support plan will be established in the second half of the year to finalize detailed implementation measures.
