It is used when there are no other options or the speaker thinks something is not sufficient. ‘안’, ‘못’, or ‘없다’ comes after it, and it is not used in a suggestion or imperative sentence.

그 식당에는 메뉴가 세 가지밖에 없어요.
There are only three kinds of menus at this restaurant.
