It is attached to the stem of an action verb to mean there’s a possibility that something might happen or two facts are related(although such an occurrence isn’t mandatory).

이 약은 장기적으로 복용할 경우에 부작용이 생길 가능성이 있어요.
This medicine is likely to cause side effects if taken in the long term.

국제 유가 상승으로 인해 항공사들의 주가가 하락할 가능성이 있습니다.
It’s possible that rising international oil prices could lead to a drop in airline stock prices.

이번 폭우는 지구온난화와 관련되어 있을 가능성이 있습니다.
It’s possible that the downpour may be related to global warming.
