이재명 대통령이 2일 국회 시정연설에서 중동발 위기대응과 민생 안정을 위한 추가경정예산안 처리의 초당적 협력을 요청했다.
President Lee Jae Myung on April 2 in a policy speech to the National Assembly urged bipartisan cooperation to pass a supplementary budget bill aimed at responding to the Middle East-driven crisis and stabilizing people’s livelihoods.
이 대통령은 현 상황을 “최악의 에너지 안보 위협”으로 진단하고 국채 발행 없는 26조 2000억 원 규모의 추경안이 국민 삶을 지킬 방파제임을 강조했다.
Calling the situation “the worst threat to energy security,” he stressed that the KRW 26.2 trillion supplementary budget — funded without issuing government bonds — would serve as a protective barrier for people’s livelihoods.
이 대통령이 먼저 설명한 대책은 10조 원 규모의 고유가 부담 완화 패키지다. 정부는 현재 시행중인 석유 최고가격제 운영에 필요한 재원과 유류비 변동 대응 등에 목적예비비로 5조 원을 편성했다. ‘고유가 피해지원금’을 마련해 소득 하위 70% 국민 약 3600만 명을 지원한다. 저소득층과 농어민을 위한 에너지 복지 지원도 대폭 강화한다.
He first outlined a KRW 10 trillion package to ease the burden of high oil prices. A KRW 5 trillion reserve fund will support the oil price cap system and respond to fuel price fluctuations.
Compensation funds for high oil price damage will support about 36 million people in the bottom 70% income bracket, while energy welfare support for low-income groups and farmers and fishermen will also be significantly expanded.
취약계층 보호를 위한 민생안정 대책에는 2조 8000억 원을 투입한다. 먹거리와 생필품을 무상 제공하는 ‘그냥드림센터’를 300개소로 두 배 늘린다. 소상공인에게는 3000억 원 이상 정책자금을 추가 공급한다. 농어촌 기본소득 대상 지역 추가 확대와 청년 일자리 제공을 위한 ‘모두의 창업’ 프로젝트에도 4000억 원을 투입해 활력을 불어넣는다.
Another KRW 2.8 trillion will go toward stabilizing livelihoods and protecting vulnerable groups. The number of “Just Dream Centers,” which provide free food and daily necessities, will be doubled to 300.
More than KRW 300 billion in additional policy funds will support small business owners. Another KRW 400 billion will be invested in the “Startup for All” project to create youth jobs and expand basic income coverage in rural and fishing areas.
수출기업과 공급망 보호를 위해선 2조 6000억 원을 편성했다. 수출바우처 지원대상을 1만 4000개사로 두 배 확대하고, 7조 1000억 원 규모의 수출 정책 금융을 공급한다. 관광업계 저금리 자금 2800억 원 투입도 추진한다.
KRW 2.6 trillion will be allocated to protect exporters and supply chains. The number of companies eligible for export vouchers will double to 14,000, and KRW 7.1 trillion in export policy financing will be provided.
In addition, KRW 280 billion in low-interest funding will be offered to the tourism industry.
이 밖에 재생에너지로 전환을 속도감 있게 추진하기 위해 1조 1000억 원의 융자 보조를 지원한다. 햇빛소득마을은 700개소까지 대폭 확충한다.
To accelerate the transition to renewable energy, KRW 1.1 trillion in loan subsidies will be provided. The number of “sunshine income villages” will be expanded significantly to 700.
이 대통령은 “위기 극복의 성패는 속도에 달려있다” 며 추경안의 신속한 처리를 거듭 역설했다.
President Lee Jae Myung repeatedly stressed the urgency of passing the bill, saying, “Success or failure in overcoming a crisis depends on speed.”
