# 한국에 살고 있는 외국인 Tom(톰, 이름) Sawyer(소여, 성) 씨는 증명서마다 자신의 이름이 ‘Sawyer Tom’, ‘소여톰’, ‘톰소여’, ‘소여 톰’, ‘톰 소여’ 등 다르게 표기돼 혼란스러웠다. 게다가 성명이 영문으로만 표기되는 증명서, 한글로만 표기되는 증명서를 제출할 때는 동일인이라는 걸 증명하는 데 어려움을 겪었다. 하지만 앞으로는 각종 정부 문서에 기재되는 외국인 성명 표기 방식이 ‘SAWYER TOM(소여톰)’으로 통일된다는 소식에 행정 처리가 편해질 것으로 기대하고 있다.
Expat Tom Sawyer was confused every time he saw the order of his name appear differently on administrative documents, either “Sawyer Tom” or “Tom Sawyer.” He also struggled to confirm his identity in documents that were written entirely in English or Korean. Yet he expects more convenient administrative processing with the unification of name spelling for foreign nationals in the order of surname and personal name, as in “Sawyer Tom.”
행정문서마다 달랐던 외국인 성명 표기 방식이 통일된다. 행정안전부는 이 같은 내용을 담은 ‘외국인의 성명 표기에 관한 표준(안)’을 행정예고한다고 28일 밝혔다.
The Ministry of the Interior and Safety on Aug. 28 said it issued an administrative notice on the standard for writing the names of foreign nationals, effectively eliminating the practice of differing formats by administrative document.
지금까지 행정기관이 발급하는 문서의 외국인 성명 표기 방식은 순서와 띄어쓰기 등이 제각각이라 외국인이 본인의 신분을 확인하는 과정에서 불편함을 겪었다.
The way such names were written on documents varied by administrative agency in the order of surname and given name and spacing, which caused inconvenience when foreign nationals had to confirm their identification.
이번 표준안에 따라 앞으로 외국인의 로마자 성명은 ‘성-이름’ 순서로 대문자로 표기하고, 성과 이름은 띄어 쓰는 것을 원칙으로 한다. 외국인등록증, 영주증 등 출입국 관련 문서에 기재된 로마자 성명이 있으면 해당 성명으로 표기하고, 해당 문서가 없으면 외국인이 보유한 여권의 기계판독영역에 기재된 로마자 성명으로 표기하도록 했다.
Under the new standard, foreign names using Roman letters will appear in the order of surname and given name in all capital letters, with a space between both. The rule will require the use of a foreign name in Roman letters on the bearer’s immigration-related documents such as the foreign or permanent resident card. If no such document is available, the name must be written in Roman letters as written in the machine-readable section of the bearer’s passport.
한글로 표기할 경우에도 순서는 ‘성-이름’으로 표기하지만 성과 이름은 붙여 쓴다. 가족관계등록부와 같은 공적 서류 및 증명서에 기재된 한글 성명이 있으면 해당 성명으로 표기하고, 없으면 로마자 성명을 원래의 지역에서 사용되는 음으로 읽어 한글로 표기하되 외래어 표기법을 따르도록 했다.
A foreign name in Hangeul should be written in the order of surname and given name but with no space in between. If the name is written in Hangeul in a public document or certificate such as a family register, it will also be written in Hangeul in official documents. If the person has no such ID documents, his or her name in Roman letters will be written phonetically in Hangeul and follow the notation of foreign language spelling.
이와 함께 외국인의 본인 확인 편의성을 높이기 위해 외국인의 로마자 성명과 한글 성명을 함께표기하는 것을 원칙으로 정했다. 다만 시스템상 병기가 어려운 경우 둘 중 하나만 표기할 수 있도록 했다.
Another new rule is to have a foreign name written in both Roman and Korean letters for more convenient identification of foreign nationals. If the system cannot recognize both names, however, just one can be indicated.
