정부가 농·어촌의 만성적인 일손 부족을 덜어주기 위해 올해 하반기 외국인 계절근로자 1만 6915명을 추가 투입한다. To alleviate resolve chronic labor shortages in farming and fishing villages, 16,915 foreign seasonal workers will be added in the second half of the year.
이로써 올해 전체 배정규모는 지난해 9만 5596명보다 2만 1517명 늘어난 11만 7113명으로 확대된다.
Thus the annual allocation of such workers this year is 117,113, or 21,517 more from 95,596 last year.
법무부는 지난달 30일 ‘계절근로 정책협의회’를 열고 이같이 결정했다고 1일 밝혔다.
The Ministry of Justice on July 1 said the decision was made the day before at a meeting of its seasonal worker policy council.
하반기 추가 배정분 1만 6915명 중 1만 4926명은 74개 시·군에 배정한다. 나머지 1989명은 향후 예상치 못한 현장 수요에 대응하기 위한 예비 인력으로 활용할 방침이다. 업종별로는 농업 분야에 1만 1070명, 어업 분야에 3856명이 각각 추가 배정된다.
Of the 16,915 additional laborers, 14,926 will be sent to 74 cities and counties and the remaining 1,989 will remain on standby should unexpected demand arise. By sector, 11,070 will be deployed for agriculture and 3,856 for fishing.
이날 회의에서는 외국인 계절근로자의 권익 보호를 위한 근로환경과 제도 개선 방안도 마련됐다.
The meeting also decided on improving working conditions and the overall system to protect the rights and interests of such workers.
정부는 법령상 표준근로계약서 사용을 의무화해 계절근로자의 임금과 근로 시간, 휴게시간 등을 명확히 하도록 했다. 숙소 제공 장소에서 소음·악취·진동이 심한 장소나 침수·산사태 등 재해 위험지역 등은 제외하도록 했다.
The ministry mandated under labor law a standard employment contract to clarify terms such as wages, working hours and break times. It also prohibited accommodations for such workers in areas with severe noise, odors or vibrations as well as those at risk of disaster like flooding or landslides.
입국 직후 국내 적응을 적극적으로 지원하고, 재입국자의 외국인등록 절차도 대폭 간소화할 계획이다.
The workers will get assistance in settling in the country immediately upon arrival, and the registration process for those returning to the country will be greatly simplified.
정성호 법무부 장관은 “인력 공급 확대뿐만 아니라 계절근로자들의 주거 환경 개선, 임금체불 예방, 브로커 개입 차단 등 제도 발전을 위해 관계부처 및 지방정부와 함께 협력을 강화해나가겠다”고 강조했다.
Minister of Justice Jung Sung-ho said, “We will raise cooperation with relevant ministries and local governments to improve the system by expanding the labor supply as well as improving housing conditions for seasonal workers, preventing nonpayment of wages and blocking intervention by brokers.”
