올해 하반기부터 교통, 행정, 금융 등 분야별로 제도가 달라진다. 외국인도 당장 체감할 주요 변화를 모았다. Changes in sectors like transportation, administration and finance will take effect in the second half of this year. The following are five that will affect the foreign community in the country.
고속철도 예매 앱 통합···10월부터 두 달 전 예매 – Integrated app for both high-speed rail services
국토부가 고속철도 통합 앱을 오는 8월 출시한다. 코레일톡과 SRT 앱에서 각각 예매해야 했던 고속철도 승차권을 통합 앱에서 전 열차 통합 예·발매 방식으로 이용할 수 있다.
The Ministry of Land, Infrastructure and Transport next month will launch an integrated app for the high-speed rail trains KTX (Korea Train Express) and SRT (Super Rapid Train), eliminating the need to book tickets separately through each service’s app or site.
오는 10월부터는 철도 승차권 예매 가능 시점이 기존 1개월 전에서 2개월 전으로 확대된다. 한국 여행을 계획하는 외국인 관광객의 일정 짜기가 한층 여유로워질 전망이다.
And from October, a reservation can be made two months in advance instead of one, something expected to ease trip planning.
면세품 국내 교환 간소화 – Simplified exchanges of duty-free items
7월부터 면세 범위 800달러 이내 면세품 교환 절차도 간소해진다. 출국 때 산 면세품을 입국 뒤 같은 물품으로 교환할 때, 면세 범위 이내라면 입국 때 자진신고와 재출국 절차 없이 국내에서 택배나 우편으로 교환할 수 있다.
The procedure for exchanging duty-free items worth up to USD 800 has been simplified. When exchanging duty-free goods bought upon departure for the same items after arrival (provided the value remains within the duty-free limit), travelers can do so via courier or mail within Korea without having to voluntarily declare the items upon arrival or go through re-departure procedures.
외환시장 24시간 개장···새벽에도 실시간 환전 24-hour foreign exchange market
은행 간 외환시장은 7월부터 24시간 개장된다. 이에 따라 외환시장은 1월 1일과 주말을 제외하고 24시간 중단없이 운영된다. 외국인 투자자와 수출입 업체는 시간 제약없이 새벽 시간에도 실시간 환율로 은행에 환전 주문을 할 수 있다.
This month also marks the debut of 24-hour operations of the interbank foreign exchange market, except on Jan. 1 and weekends. Foreign investors, importers and exporters can exchange currencies with banks at real-time exchange rates at any time of the day.
외국어 지원 ‘AI 정부24’ 12월 첫 선 Debut of AI Government24 in December
행정 편의를 돕는 ‘AI 정부24’가 오는 12월 정식 서비스를 시작한다. 어려운 행정 용어를 몰라도 일상적인 표현으로 질문하면 AI가 의도를 파악해 정부24에서 제공하는 2만여 종의 민원·혜택 서비스 중에서 적절한 사항을 찾아내 맞춤형 정보를 제공한다.
AI Government24, an AI-powered version of Government 24, the nation’s online government service portal that streamlines administrative procedures, will officially launch in December. Users unfamiliar with complex administrative terminology can ask questions using everyday language, and the AI will analyze their intent and identify the most suitable service or benefit from among 20,000 types of public services and benefits available on Government24.
디지털 취약 계층을 위한 AI 기반 음성 대화 서비스를 시범적으로 운영한다. 외국인도 어려움 없이 이용할 수 있도록 지원 기능을 함께 제공할 예정이다.
A pilot chat service using an AI-based voice will be launched for the digitally disadvantaged, and support features will ensure that foreign nationals can also easily use the service as well.
‘K-테크패스’ 신규 트랙···우수 인재 거주비자 2주 만에 K-Tech Pass: visa granted in just 2 weeks
해외 우수 인재 유치를 위해 ‘K-테크패스(K-Tech Pass)’가 정성평가와 정부 석학유치사업 연계 방식을 새롭게 도입한다. K-테크패스는 첨단산업 분야 인력에게 톱티어 비자(최우수인재 거주비자)와 교육·주거·세제 등 국내 정착을 종합 지원하는 프로그램이다.
To attract top global talent, the new K-Tech Pass program combines qualitative evaluations with government recruitment of top scholars. Top tier visas go to professionals in high-tech industries, as well as comprehensive support for settlement in Korea such as education, housing and tax incentives.
기존 정량평가 중심에서 벗어나 기술 전문성과 직무 필요성 등을 종합적으로 인정받으면 이 자격을 얻는다. 정부 부처의 석학유치사업에 선정된 인재도 별도의 정량 요건 없이 보다 쉽게 테크패스를 발급받을 수 있다.
Eligibility is open to those receiving comprehensive recognition for technical expertise and job relevance, moving away from the traditional focus on quantitative evaluation. People selected for government ministry programs to attract leading scholars can also obtain a K-Tech Pass without needing to meet separate quantitative requirements.
테크패스 소지자는 최우수인재 거자(F-2-T)를 재외공관 방문 없이 온라인으로 2주 안에 신속히 받는다. 출입국 우대카드가 나오며, 3년 뒤 영주권 신청 자격도 준다.
Qualified candidates can get the relevant visa (F-2-T) online within two weeks without needing to visit a diplomatic mission abroad. They will get an immigration priority card and can apply for permanent residency after three years.
