정부가 반도체 산업을 지원하기 위한 26조 원 규모의 ‘반도체 산업 종합지원 프로그램’을 추진키로 했다. A comprehensive government support program has earmarked KRW 26 trillion for the domestic semiconductor industry.
윤석열 대통령은 23일 용산 대통령실에서 주재한 ‘제2차 경제이슈점검회의’에서 “반도체 산업이야말로 민생을 더 풍요롭게 만들고 한국 경제를 도약시키는 가장 중요하고 확실한 토대”라며 금융, 인프라, 연구개발은 물론 중소·중견 기업 지원까지 챙기겠다는 뜻을 밝혔다.
President Yoon Suk Yeol on May 23 said, “The semiconductor industry is the most important and certain basis to further enrich the people’s livelihood and massively propelling the Korean economy,” he said, pledging to support not only finance, infrastructure and research and development (R&D) but also small and medium businesses. He said this while chairing a meeting on reviewing economic issues at the Office of the President in Seoul’s Yongsan-gu District.
26조 원 가운데 먼저 17조 원을 들여 산업은행에 금융지원(대출) 프로그램을 신설한다. 반도체 설비 투자 등에 드는 자금을 저금리로 지원함으로써 기업들의 어려움이 해소될 것으로 정부는 기대하고 있다. 올해로 끝나는 국가전략기술 세액공제 적용 기한 연장도 추진한다.
First, KRW 17 trillion of the slated amount will go toward setting up a financial support (loan) program at the Korea Development Bank. Support for low interest rates for investment in semiconductor facilities is expected to resolve corporate problems, and the tax credit for national strategic technology, which expires this year, will also be extended.
아울러 ‘반도체 메가 클러스터’의 신속한 조성을 위해 도로, 용수, 전력과 같은 인프라 지원도 강화한다. ‘반도체 메가 클러스터’는 경기도 평택, 화성, 용인 등 경기 남부 지역에 밀집한 반도체 기업과 기관을 한데 아우르는 개념이다.
Support for infrastructure such as roads, water and electricity will receive a boost for swift development of a “semiconductor mega cluster,” or a concentration of chip companies and organizations in the cities of Pyeongtaek, Hwaseong and Yongin in the southern region of Gyeonggi-do Province.
이밖에 연구개발과 인력양성을 위한 투자를 확대해 지난 3년간 3조 원 수준에서 향후 3년간 5조 원 이상 지원한다. In addition, investment in R&D and human resource development will rise from KRW 3 trillion over the past three years to over KRW 5 trillion over the next three years.
윤 대통령은 “세계 각국은 반도체에 국가의 운명을 걸고 배수진을 치고 있는 상황에서 외교적으로 풀어야 할 문제는 직접 뛰어서 해결하겠다” 며 “각 부처는 반도체 종합지원 프로그램이 차질 없이 진행되도록 꼼꼼하게 챙겨달라”고 당부했다.
“As each country in the world stakes its national destiny on semiconductors, I’ll directly jump in to resolve problems that require diplomatic resolutions,” President Yoon said. “I ask for each government ministry to be meticulous to ensure that the comprehensive chip support program is smoothly implemented.”
