민주주의 꽃인 제22대 한국 국회의원 선거(총선)가 10일 전국에서 일제히 실시된다. 임기 4년의 국민대표를 뽑는 축제의 날이다. The 22nd general elections, the country’s flower of democracy, on April 10 is an occasion for celebration to allow the public to elect lawmakers for a four-year term.
공식 선거운동의 막이 오르자 전국 곳곳이 동시에 축제의 장으로 변했다. 한국에 온 지 2년된 기자가 처음 경험한 이색적인 한국 선거운동 풍경이다. Since the official campaign period kicked off, a festive atmosphere has taken hold across the nation. This unique election culture is quite an experience for expats who have not gone through it before.
“이른 새벽부터 늦은 저녁까지 후보들이 지하철역에서 출퇴근하는 국민에게 허리를 90도로 숙이며 인사하는 모습이 인상깊었다” “I was impressed to see candidates bowing to commuters 90 degrees at subway stations from early morning to late evening.”
“러시아의 선거운동은 보통 딱딱하고 진지한데 춤추고 노래하면서 선거운동하는 모습이 신선했다” “In Russia, electioneering is usually a rigid and serious affair but it was refreshing to see in Korea campaign staff dance and sing to support their candidates.”

선거일을 앞두고 코리아넷 외국인 기자들에게 K-선거문화에 관한 의견을 묻자 돌아온 반응이다. These comments from foreign staff writers of Korea.net express their impressions of the nation’s election culture.
중앙선거관리위원회에 따르면 254명을 뽑는 지역구 국회의원 선거는 21개 정당에서 699명이 등록해 평균 2.8대1의 경쟁률을 보였다. 비례대표 국회의원 의석 46개를 놓고는 38개 정당 253명이 치열한 각축전을 벌인다. 비례대표를 낸 정당이 난립하면서 올해 유권자도 51.7cm에 달하는 역대 가장 긴 투표용지를 받게 됐다.
The National Election Commission (NEC) said 699 candidates from 21 parties registered to vie for 254 legislative seats in the general elections, with a competition ratio of 2.8:1.
In addition, 253 candidates from 38 parties will compete for 46 proportional seats. With more parties seeking such seats, voters in this week’s elections will use the longest ballot in the nation’s history of 51.7 cm.
한국에선 후보들이 길거리에서 공식 선거운동을 할 수 있다. 중앙선거관리위원회가 발표한 이번 총선 선거운동 기간은 지난달 28일부터 선거일 전날인 4월 9일까지 총 14일간. 그 기간엔 오전 7시부터 밤 11시까지 후보들은 마이크나 유세차를 활용해 자신의 메시지를 선전할 수 있다. 주제가와 율동, 정치적으로 개사한 트로트 노래 가사 등 다양한 수단과 방식으로.
In Korea, candidates can officially campaign on the streets. The NEC said the official 14-day campaign period is from March 28 to April 9, the day before the elections, from 7 a.m. to 11 p.m. daily.
Candidates can use microphones or campaign buses to promote their pledges and messages and use methods like playing trot tunes with revised lyrics or theme songs and dance to gain voter support.
유권자도 법으로 규정한 일정 크기의 소품을 사용해 자신이 지지하는 후보를 향한 투표를 다른 유권자들에게 호소할 수 있음은 물론이다. 시민이 규정을 준수할 수 있도록 중앙선거관리위원회가 공식 누리집(https://www.nec.go.kr/)으로 매년 유권자 선거운동 방법을 공개한다.
Voters can also use props of legally permissible sizes to promote their candidates to other voters. Every year, the NEC announces the proper campaign methods for voters on its official website (www.nec.go.kr) to encourage compliance with election laws and regulations.
해외에서도 흥겨운 파티와 같은 한국 선거운동 문화를 주목했다. 프랑스 AFP통신사는 지난 5일 ‘선거 운동에 K-팝을 활용하는 한국 후보들’이라는 제하의 기사를 보도했다. 매체는 “후보들이 K-팝 차트 1위 음악부터 아기상어 등 유튜브에서 가장 높은 시청률을 자랑하는 작품들을 선거운동에 활용한다”고 설명했다.
Foreign media are also keeping a close eye on the nation’s festival-like election culture. In the article headlined “K-pop campaigning: S Korean candidates embrace song to pull votes” on April 5, the French wire service AFP said, “From K-pop chart toppers to ‘Baby Shark,’ still the world’s most-watched song on YouTube, seemingly no music is safe from a South Korean political makeover.”
유권자의 참정권 보장과 투표율을 높이기 위한 사전투표도 특별하다. 본 선거일에 앞서 지난 5일부터 이틀 동안 진행된 사전투표는 전국에 설치된 사전투표소에서 사전 지정이나 신고 없이도 어느 투표소에서든 투표할 수 있는 매우 편리한 제도다. 해외에서도 도입을 고려할 만 하다.
Another unique feature of domestic election culture is the early voting system to protect suffrage and raise voter turnout. From April 5-6, early voting stations allowed people to cast their ballots without needing to designate where they vote or register to do so. This approach is something other countries could consider adopting.
제주도선거관리위원회와 경기도선거관리위원회 등 각 지역 선거관리위원회가 투표 참여 캠페인을 펼치고 교육기관에서도 선거에 참여한 뒤 인증 사진을 찍어온 학생에게 상품 이용권을 나눠주는 등 유권자의 발길을 투표장으로 이끌기 위한 각종 행사도 주목거리다.
The mission of NEC branches nationwide like those in Jeju Island and Gyeonggi-do Province to encourage voter turnout is another distinct facet of the upcoming elections. To stimulate higher participation, educational institutions also run events to encourage voting like offering gift vouchers to students who take selfies at polling stations after voting.
