한국이 제안한 ‘선상탄소포집장치(OCCS·Onboard Carbon Capture System)’ 안전기준안이 국제해사기구(IMO)의 글로벌 표준 개발을 위한 기본 문서로 채택됐다.
Korean-proposed safety standards for onboard carbon capture systems (OCCS) have been adopted as a foundational document for developing global standards by the International Maritime Organization (IMO).
해양수산부는 지난 14일부터 18일까지 영국 런던에서 열린 IMO 제12차 화물·컨테이너 운송 전문위원회(CCC)에서 정부가 제출한 OCCS 임시안전지침안이 국제 표준 개발을 위한 기본 문서로 채택됐다고 27일 밝혔다.
The Ministry of Oceans and Fisheries said on Sept. 27 that its draft interim safety guidelines for OCCS were adopted as a foundational document for developing international standards at the 12th session of the IMO Sub-Committee on Carriage of Cargoes and Containers (CCC), held in London from Sept. 14 to 18.
선박 배기가스에서 이산화탄소(CO₂)를 직접 걸러내 저장하는 OCCS는 전 세계 선박의 온실가스 배출을 줄일 수 있는 핵심 친환경 기술로 꼽힌다.
OCCS, which directly captures and stores carbon dioxide (CO₂) from ship exhaust, is considered a key green technology for reducing greenhouse gas emissions from vessels worldwide.
이번 회의에서 IMO 회원국들은 향후 전 세계 선박에 적용될 탄소포집 관련 국제 안전 규범의 기본 뼈대를 한국 제안서를 토대로 설계하기로 합의했다. 안전지침을 구체화하기 위한 후속 작업으로 한국이 간사국을 맡는 ‘회기 간 실무작업반’도 구성하기로 했다.
At the meeting, IMO member states agreed to use Korea’s proposal as the basis for designing the basic framework of international safety regulations on carbon capture that will eventually apply to ships worldwide. They also agreed to form an intersessional working group, with Korea serving as its secretariat, as a follow-up to further develop the safety guidelines.
이에 따라 정부는 민·관 협의체와 손잡고 오는 2029년 최종 승인을 목표로 표준 제정을 이끌어갈 계획이다.
Accordingly, the government plans to lead the development of the standards in cooperation with a public-private consultative body, with final approval targeted for 2029.
해양수산부는 이번 성과를 발판 삼아 국내 조선·해운 및 기자재 기업들이 차세대 친환경 선박 시장의 주도권을 확실히 선점할 수 있도록 총력 지원에 나설 방침이다.
Building on this achievement, the Ministry of Oceans and Fisheries plans to provide full support to help Korean shipbuilding, shipping and marine equipment companies secure a leading position in the next-generation green shipping market.
