한성숙 국무총리가 “한·미 경제 협력이 인공지능(AI)과 첨단기술, 공급망과 에너지, 전략적 투자를 함께 설계하는 보다 긴밀한 협력관계로 들어서고 있다”며 기업인들의 투자와 혁신을 위한 정부의 적극적인 지원을 약속했다.
Prime Minister Han Seong-sook says bilateral economic cooperation with the U.S. is evolving into a “closer partnership” that jointly shapes artificial intelligence (AI), advanced technologies, supply chains, energy and strategic investments, pledging Seoul’s support for corporate investment and innovation.
한 총리는 11일 서울 중구 신라호텔에서 열린 주한미국상공회의소(암참) 특별 오찬간담회에서 외국인 투자 확대와 기업 경영환경 개선을 위한 정부의 비전을 공유하고 양국 협력 강화 방안을 논의했다.
She said this on Sept. 11 at a luncheon hosted by the American Chamber of Commerce in Korea (AMCHAM) at the hotel Shilla Seoul in the capital’s Jung-gu District. There, she shared the government’s vision for raising foreign investment and improving the business environment and discussed how to boost bilateral cooperation.
먼저 한 총리는 “최근에 한미 경제 협력은 새로운 단계로 나아가고 있다”며 “과거의 협력이 교육과 투자의 확대에 중심을 두었다면, 이제는 인공지능과 첨단 기술, 그리고 공급망과 에너지, 전략적 투자를 함께 설계하는 보다 긴밀한 협력의 관계로 들어서고 있다”고 양국 경제·투자 협력의 격상된 위상에 대해 설명했다.
On the advanced status of bilateral cooperation in economy and investment, the prime minister said, “Economic cooperation between the two countries has recently headed toward a new stage,” adding, “While past collaboration focused on expanding trade and investment, we are now entering a closer partnership in which we jointly design initiatives in AI, advanced technologies, supply chains, energy and strategic investments.”
한 총리는 이날 한·미 미래 협력을 위한 3대 집중 방향으로 AI 및 첨단산업 협력 확대, 반도체·조선·에너지·첨단 제조 분야 등 전략적 협력의 실질적 성과 창출, 기업이 안심하고 투자할 수 있는 예측 가능한 환경 조성을 제시했다.
She outlined three key areas of focus for such cooperation: raising collaboration in AI and cutting-edge industries; achieving tangible results from tie-ups in strategic sectors such as semiconductors, shipbuilding, energy, and advanced manufacturing; and creating a predictable environment that promotes confident investment by businesses.
한 총리가 양국 협력으로 가장 먼저 꼽은 것은 AI 협력이었다. 한 총리는 “AI는 단순한 개별 산업이 아닌 ‘기본 인프라'”라며 “제조·바이오·금융·물류 뿐 아니라 정부 행정의 일하는 방식까지 혁신이 필요하다”고 밝혔다.
She mentioned AI as the top cooperation priority for both countries. “AI isn’t merely an individual industry but a ‘foundational infrastructure,'” she said. “Innovation is required not only in manufacturing, biotechnology, finance and logistics but also in the very way government administration operates.”
그러면서 한 총리는 “AI, 반도체 분야 세계 최고의 기술력을 갖춘 미국과 세계적인 제조 경쟁력, 디지털 기반을 갖춘 한국이 결합해서 협력한다면 세계 시장을 선도하는 새로운 기회를 함께 만들어갈 수 있을 것”이라고 강조했다.
“By combining the U.S.’ world-leading technological capabilities in AI and semiconductors with Korea’s global manufacturing competitiveness and digital infrastructure, the two countries can create new opportunities to lead the global market.”
전략적 협력 성과 창출과 관련, 한 총리는 “한·미 양국이 반도체, 조선, 에너지, 첨단 제조 분야 등의 공급망을 공동 구축하는 관계가 됐다”고 말하고 “지난해 6월 18일 시행된 ‘한미 전략투자 특별법’을 바탕으로 대미 전략투자 프로젝트를 위한 작업을 본격 진행 중이고 관세·통상 현안도 긴밀한 협의를 통해 관리해가고 있다”고 전했다.
On the outcomes of strategic cooperation, the prime minister said, “Korea and the U.S. have launched a partnership to jointly build supply chains in sectors such as semiconductors, shipbuilding, energy and advanced manufacturing.”
“We are actively proceeding with strategic investment projects in the U.S. based on the Special Act on the Operation and Management of Strategic Investments between Korea and the U.S. enacted on June 18 last year as well as managing pending tariff and trade issues through close consultations.”
기업활동 환경 조성과 관련, 한 총리는 “기업의 도전을 어렵게 만드는 것은 시장의 경쟁보다 예측하기 어려운 제도와 정책 환경”이라며 “정부도 글로벌 스탠다드에 맞게 기조와 제도를 개선하고, 기업의 목소리를 더 가까이서 듣기 위해서 집중하고 있다”고 밝혔다.
On creating a favorable business environment, she said, “What hinders business in taking on new challenges isn’t market competition but an unpredictable regulatory and policy landscape,” adding, “The government is also committed to aligning its policies and systems with global standards and listening more closely to business voices.”
모두발언에 이어 제임스 김 암참 회장과의 대담에서 한 총리는 정부의 규제 합리화 노력을 소개했다. 한 총리는 “정부는 현장을 직접 찾아 기업 입장에서 상충되는 규제를 적극적으로 풀어내고 있다”며 정부가 이 과정에서 AI를 활용, 분석을 통해 실질적이고 불합리한 규제를 발굴, 규제하고 있다고 설명했다.
In talks with AMCHAM Chairman and CEO James Kim following her keynote speech, Prime Minister Han outlined Seoul’s efforts to streamline regulations. “The government is making direct visits to business sites to actively resolve conflicting regulations from the business perspective,” she said, noting that AI- and data-driven analyses are being used to identify and tackle irrational regulations.
한국의 3,500억 달러 대미 전략투자 공약의 진척 상황에 대해, 한 총리는 “현재 통상교섭본부를 중심으로 활발히 협의 중”이라며 “상업적 합리성과 실질적 수익성을 담보해야 하는 ‘투자’인 만큼 면밀한 조율이 필수적이므로 첫 번째 대표 프로젝트 모델을 성공적으로 안착시키면 이후 후속 사업들은 훨씬 탄력받을 것”이라고 전망했다.
On the progress of Korea’s pledge of USD 350 billion investment in the U.S., she said, “Active consultations are underway led mainly by the (Korean) Office of the Minister for Trade,” adding, “Since this is a mutually beneficial investment requiring commercial viability and tangible returns, careful coordination is essential so once the first flagship project model is established, subsequent projects will gain significant momentum.”
외국 기업에 대한 차별 우려에 대해 한 총리는 “대한민국 정부는 국적에 따라 기업을 차별하지 않는다”고 강조하고 “한국의 법과 규제는 자유롭고 공정한 기업활동을 보장하며, 국내외 기업에 비차별적으로 적용되고 있다”라고 천명했다.
The prime minister also stressed that Seoul does not discriminate against foreign businesses, saying domestic laws and regulations guarantee “free and fair business activities” and are applied “without discrimination” to both domestic and foreign companies.
외국 기업들을 위한 기업환경 개선 노력과 관련, 한 총리는 “대형 메가 프로젝트 투자 기회 확대, 차별화된 세제 등 인센티브 설계, 그리고 외국인이 일하고 정착하기 편안한 생활·제도적 환경 조성이라는 세 가지 방향에 집중할 것”이라고 한국을 아시아 비즈니스 허브로 육성하기 위한 정부의 의지를 피력했다.
On efforts to improve the business environment for foreign companies, Han laid out the country’s goal of making Korea an Asian business hub through three key strategies: expanding opportunities for investment in megaprojects, devising incentives like differentiated tax breaks, and creating a living and institutional environment where foreign nationals can work and settle comfortably.
