정부는 2024년에도 다양한 분야에서 외국인들에게 도움이 되도록 기존 제도를 개선하는 동시에 새로운 지원을 추진해 나간다. 국내에 거주 중이거나 방한을 계획 중인 외국인을 위해 2024년 달라지는 것들을 소개한다.
2024 will see improvement in programs and the launch of new ones for expats and foreign visitors to the country in a variety of sectors. The following are major changes slated for this year that primarily affect both groups.
먼저 E-9 비자(비전문 취업 비자) 보유 외국인 근로자의 허용 업종이 음식점업, 임업, 광업, 호텔·콘도업 등으로 확대된다. 도입규모 또한 역대 최대인 16만5000명으로 늘어난다. 송출국 지정, 인력 선발 및 취업 교육기관 지정 등의 과정을 거쳐 이르면 올해 4월부터 고용허가서 발급 등 외국인력 신청이 가능해진다.
In labor, the application of the E-9 (non-professional work) visa has been expanded to the restaurant, forestry, mining, and hotel and condominium sectors and the visa’s issuance volume has been raised to a record-high 165,000. Following designation in an eligible country and selection by a human resource center and vocational training institution, application for the E-9 for hiring foreign staff in the newly added sectors is possible as early as April, including for employment permits.
해외 관광객들이 국내 관광을 하며 장기적으로 원격 근무를 할 수 있는 디지털 노마드(워케이션) 비자가 시범 운영된다. 이 제도로 기존에 90일 이하만 체류할 수 있었던 해외 원격근무자들이 최대 2년까지 장기 체류할 수 있게 됐다. 단, 해당 비자는 해외 회사에 소속된 근로자가 재직 경력과 일정 이상의 소득을 증명할 수 있는 경우에만 신청할 수 있다.
This year will also see the trial launch of a digital nomad or “workation” visa to attract such people from overseas to work remotely while traveling in Korea. The visa’s duration has been extended from just 90 days to two years, and to get it, an applicant must work for a non-Korean employer and prove career experience and income above a designated level.
시간당 최저임금은 지난해 9620원에서 올해 9860원으로 2.5% 오른다. 월 급여(209시간 근무 기준)로 환산하면 206만740원이다. 외국인 근로자, 임시직, 일용직, 시간제 등 고용 형태나 국적에 관계없이 모든 근로자에게 적용된다.
The minimum hourly wage is now 2.5% higher from KRW 9,620 last year to KRW 9,860, or a monthly salary based on 209 working hours of KRW 2,067,740. This rate applies to all workers regardless of employment type or nationality as well as those performing temporary, day, or hourly work.
한국어능력시험(TOPIK) 해외 시험 시행 횟수가 지난해 연간 4회에서 올해는 최대 8회까지 2배 늘어난다. 또 지필시험(PBT)의 경우 90개국 이상, 인터넷 기반 시험(IBT)의 경우 10개국까지 시행국이 확대된다. 국내 유학을 계획 중인 외국인 학생들의 편의를 위해 유학 수요가 증가하는 국가를 중심으로 점차 규모가 확대될 예정이다.
In education, the Test of Proficiency in Korean, aka TOPIK, will be given eight times abroad this year, double from four last year. The availability of the paper-based test has been expanded to 90 countries and that of the online version to 10. This is to meet the demand for studying in Korea in countries where such demand is rising to enhance the convenience of foreign students planning to study in the nation.
다문화 가정을 위해 다문화 아동·청소년 관련 지원이 대폭 확대된다. 여성가족부는 기초학습 지원을 늘리고 진로설계, 이중언어 학습, 교육활동비 지원을 강화한다. 교육부는 길잡이(멘토링) 인원을 두 배로 확대하고, 고용노동부는 한국 폴리텍대를 통해 다문화 청소년을 위한 특화 직업훈련 시범사업을 실시한다.
For multicultural families, support for their children and youth will be greatly expanded. The Ministry of Gender Equality and Family will boost support for basic learning as well as assistance for career planning, bilingual learning, and educational activity fees.
The Ministry of Education will double the number of mentors and the Ministry of Employment and Labor will pilot specialized vocational training for multicultural youth through Korea Polytechnic University.
서울 시내 대중교통을 월 6만 원대로 무제한 이용할 수 있는 ‘기후동행카드’ 시범사업은 오는 27일부터 시행된다. 신분당선을 제외한 서울 지역 내 모든 지하철을 무제한으로 이용할 수 있다. 버스는 서울시 면허 시내버스와 마을버스 모두 이용할 수 있다. 공공자전거 따릉이 이용 유무에 따라 6만2000원권과 6만5000원권 총 2종 중 선택해서 구매할 수 있다.
In transportation, the mass transit pass Climate Card, which allows the use of nearly all modes of public transportation in Seoul except the Shin-Bundang Line, will start pilot operations from Jan. 27. Cardholders can ride both city and shuttle buses licensed by the municipal government. The basic card costs KRW 62,000 per month and the other for KRW 65,000 allows the use of the city’s public rental bicycle system Ttareungyi.
이외에도 외국인 관광객이 사후면세점에서 물품 구매 시 받을 수 있는 즉시 환급 한도가 두 배 늘어난다. 기존 1회 50만 원, 총 250만 원에서 1회 100만 원, 총 500만 원으로 2배 상향된다.
In addition, the immediate tax refund limit for foreign tourists at tax-free stores has been doubled. The ceiling at such stores for an immediate refund is KRW 1 million, up from KRW 500,000 last year, and KRW 5 million for such refunds for combined purchases, up from KRW 2.5 million.
