인공지능(AI)과 드론 등 신기술이 초래한 안보 위협에 대응하기 위해 국내외 석학들이 머리를 맞댔다. Domestic and foreign scholars have gathered in Seoul to discuss security threats posed by emerging technologies such as artificial intelligence (AI) and drones.
외교부는 9일 서울 용산구 그랜드 하얏트 서울에서 ‘신흥기술의 위험과 기회’를 주제로 ‘2026 세계신안보포럼’을 열고 공동번영 방안을 논의했다.
The Ministry of Foreign Affairs on Sept. 9 hosted this year’s World Emerging Security Forum under the theme “Emerging Technology: Risks and Opportunities” at the hotel Grand Hyatt Seoul in the capital’s Yongsan-gu District. Participants also covered how to achieve coprosperity.
올해로 6회 째를 맞는 이번 행사에는 정부와 국제기구, 민간 및 학계 전문가 등 20여 명의 연사와 200여 명의 청중이 참석했다.
Marking its sixth year, the event attracted about 200 people and 20 speakers including representatives from the government, international organizations, the private sector and academia.
정연두 외교부 전략정보본부장은 개회사에서 “기술 혁신이 안보를 강화하는 방향으로 나아가기 위해서는 국제사회의 협력과 규범 형성 노력, 각국의 책임 있는 행동이 중요하다”며 지난해 유엔 안보리에서 이재명 대통령이 주재한 ‘AI와 국제평화·안보’에 관한 고위급 공개토의 등 한국 정부의 국제 사회 선도 노력을 소개했다.
Vice Minister of Foreign Affairs for Strategy and Intelligence Jeong Yeondoo said in his opening speech, “Cooperation within the international community, efforts to set norms and responsible behavior by individual nations are essential for technological innovation to advance in a way that raises security.” He emphasized Korea’s efforts to lead the international community, citing the high-level open debate on “AI and International Peace and Security” last year chaired by President Lee Jae Myung at the United Nations Security Council as an example.
이어 ‘모두를 위한 AI(AI for all)’ 비전을 제시하며 인간 중심적·포용적인 AI 환경 조성을 다짐했다.
The vice minister then presented Seoul’s “AI for All” vision and pledged to promote a human-centric and inclusive AI environment.
김휘강 청와대 사이버안보비서관은 축사에서 “공격의 속도가 빨라지고 수법이 고도화된 현대 사이버 위협 환경에서 AI 등 신흥기술이 가장 효과적인 방어 수단”이라고 진단했다.
Kim Huy Kang, presidential secretary for cybersecurity, said in a congratulatory speech that emerging technologies such as AI are the most effective means of defense against threats in the modern cybersecurity environment, where attacks are accelerating and tactics are getting more sophisticated.
김 비서관은 지난 6월 정부가 발표한 AI·드론·사이버보안·항공우주 분야 혁신기업 육성 방침에 발맞춰 민간의 첨단기술 혁신을 국가 차원의 사이버 회복탄력성으로 연결해 나가겠다고 밝혔다.
In line with Seoul’s policy announced in June to foster innovative companies in sectors including AI, drones, cybersecurity and aerospace, he added that the administration will seek to link private sector innovation in cutting-edge technologies to national-level cyber resilience.
주제별 세션 토론에서는 저비용 드론과 무기체계 자율화로 인한 전장 변화, AI, 사이버, 핵 연계에 따른 오판 위험, 군사 상업화가 맞물린 우주 안보 경쟁 등 현안을 집중적으로 짚었다.
Panel discussions covered issues such as changes on the battlefield driven by low-cost drones and automation of weapons systems; risk of miscalculation arising from the interplay of AI, cyber and nuclear threats; and the competition for space security triggered by the commercialization of the military.
AI가 국방·안보 분야에 미친 큰 변화와 관련, 사미 쿠리 전 캐나다 정부 사이버안보 총괄책임관은 “AI가 공격 소요시간, 비용규모, 공격 수행에 필요한 전문성의 문턱을 낮췄다”고 우려했다.
On the major changes brought by AI to defense and national security, Sami Khoury, a former senior cybersecurity official of the Canadian government, warned that “AI has lowered the threshold for the time, cost and expertise required to carry out attacks.”
기 라란 경제협력개발기구(OECD) 과학기술혁신국(STI) 수석 경제학자는 글로벌 반도체 공급망 편중으로 인한 한계를 지적했다.
Guy Laron, a senior economist at the OECD’s Directorate for Science, Technology and Innovation (STI), pointed out the limitations caused by the concentration of the global semiconductor supply chain.
오일석 국가안보전략연구원 신안보연구실장은 “AI의 가장 심각한 위협은 민주주의의 훼손”이라며 “한국이 민주주의 회복력을 선도하는 국가로서 AI가 민주주의에 끼치는 해악과 저해 요소에 적극 대응해야 한다”고 역설했다.
Oh Il-seok, head of the Emerging Security Research Division at the Institute for National Security Strategy, said, “The most serious threat posed by AI is the erosion of democracy.” He stressed that “Korea, as a country leading democratic resilience, should actively respond to the harms and factors that undermine democracy caused by AI.”
AI 사이버 공격에 맞선 시민 대비책으로 쿠리 전 총괄책임관은 “최신 보안 패치 적용, 다중인증(MFA) 설정 등 ‘기본적인 사이버 위생(cyber hygiene)’만 철저히 지켜도 공격 시도를 효과적으로 차단할 수 있다”고 말했다.
As measures that citizens can take against AI-powered cyberattacks, former senior cybersecurity official Khoury said that even rigorously following “basic cyberhygiene,” such as applying the latest security patches and setting up multi-factor authentication (MFA), can effectively block attempted attacks.
피터 안스티 오픈AI(OpenAI) 글로벌정책부문 국가안보 정책 총괄은 “국방분야에 AI 도입 시 기술의 역할을 원칙에 입각해 매우 신중히 다뤄야 한다”고 당부했다.
Peter Anstee, national security policy lead for global affairs at OpenAI, underscored the need to approach technology’s role with great caution based on established principles when integrating AI into the defense sector.
오 실장은 “AI의 가장 큰 위험은 ‘사고의 퇴치'” 라며 “AI의 답에만 의존하지 말고 스스로 사고해서 답을 찾는 습관을 들이라”고 조언했다.
Director Oh added, “The greatest risk posed by AI is the eradication of critical thinking.” He advised, “Develop the habit of thinking for yourself to find answers rather than relying solely on AI-generated responses.”
정부와 국제사회가 기술 혁신을 막지 않으면서 국가안보를 강화하는 방향으로 AI를 지원할 방법을 묻는 질문에 오 실장은 ” ‘소버린 AI(독자적인 AI, sovereign AI)’를 지향할 필요가 있다”고 말했다.
Asked how the government and the international community can support AI in a way that strengthens national security without stifling technological innovation, Director Oh said, “We need to pursue ‘sovereign AI.'”
그는 “국방 영역의 정보를 민간과 공유하는 데 보안 규정이 상당한 문제가 되고 있다”며 “미국과 중국 위주의 양강 구도에서 벗어나 유사 입장인 중견국들의 입장을 대변하는 독자적인 규범체계를 만드는 노력이 중요하다”고 강조했다.
He added, “Security regulations pose a major hurdle to sharing defense-related data with the private sector.” He stressed, “It’s important to break away from the Sino-U.S. duopoly and work toward an independent normative framework that represents the interests of likeminded middle powers.”
